This website uses updated data from all cities in the world thanks to OpenWeather.

Yes: it means that the circumstances are in place for you to be able to hang out clothes, i.e:

1. It's not currently raining in your city
2. It won't rain by the time your clothes will be dry

No: the system understands it's better not to put the washing machine on because:

1. It's raining in your city
2. It's not raining right now, but it will before your clothes are dry

These calculations are made on the basis of predictions and, as such, do not ensure absolute accuracy, so in some cases you will have to listen to your instincts, look out the window and trust that the weather will hold out as long as you need it to dry your clothes.
